The NCAA's rather groundbreaking charge against USC football was that it SHOULD have known what was going on....
Yet, Ohio State did the opposite. Its AD actually stood up and pronounced tattoo scandal was not systemic and was isolated..
The NCAA made an example of USC, obviously, and punished harshly as a shot across bow to other schools that obviously paid no heed.
COI won't like the fact that Ohio State isn't self-imposing any bowl bans or scholarship losses. Guess they learned nothing from USC.

And you could argue what Ohio State has done is far worse than NCAA's charges against USC FB. I sense Ohio St. will rue this response day.

Ohio State's introductory statement really hangs Jim Tressel out to dry. "The institution is very surprised and disappointed by ... Tressel"
"He should have forwarded this info in some manner to appropriate institutional officials ... The institution will not excuse such behavior"
If NCAA ends up not imposing scholarship or postseason bans on OSU, the symphony of butthurt from Michigan fans is going to be magical.
Another important distinction: The NCAA could agree with OSU or laugh at their response and tack some more pain on.

Ohio State's response to the NCAA includes Jim Tressel changing "his previously announced resignation to a retirement." Hmm.
